
EDucating and Motivating Purposeful opportunities with employment in Reentry
PUrpose
Operation Gateway, in partnership with the Urban League of Central Carolinas (ULCC), will launch the EMPOWER program (Educating and Motivating Purposeful Opportunities with Employment in Reentry) to address workforce development and reduce recidivism. EMPOWER connects justice-involved Black men in Buncombe County with meaningful employment opportunities, wraparound support, and skills training.
Opportunity
The program builds economic mobility, reduces worker shortages, and fosters employer engagement through partnerships with Western NC community colleges and local organizations. Grounded in evidence-based practices, EMPOWER strengthens pathways to sustainable employment while improving quality of life for reentry participants.
